2. The level terrain in substation yards <br />will discourage oil discharges from <br />flowing rapidly or far. <br />3. Substation yards have a ft-ur-inch crushed <br />rock surface, as well as several feet of <br />granular fill, that serves as a sump to <br />contain and/or absorb oil discharges. <br />4. Larger oil -filled transformers, in many <br />cases, are surrounded by concrete -block <br />curbs and/or walls that will restrain <br />lateral movement of oil. <br />5. Substation yards are enclosed and locked, <br />thus discouraging unauthorized people and <br />vandalism. <br />6. Many larger substation yards have automatic <br />night-time lighting that aids detection of <br />oil discharges in the darkness and, addi- <br />tionally, discourages vandalism. <br />Implementation of SPCC Plan <br />A. - A person, or persons, has been designated in each <br />division or district to be the SPCC Plan coordinat- <br />or. He is responsible for the supervision of the <br />SPCC Plan. These people inspect the substations at <br />reasonable intervals and record each inspection in <br />the station log book. <br />B. The coordinator's name (see page 17) and telephone <br />numbers (business and home) have been posted in <br />each trouble dispatch office. <br />C. A copy of the NSP Enviroamental and Regulatory <br />Activities, Department's (ERAD) poster titled NSP <br />ENVIRONMENTAL INCIDENT REPORTING has been posted in <br />each trouble dispatch office and each substation. <br />T•.,,-. poster contains the telephone numbers for ERAD <br />._ing normal working hours and a 24 hour number of <br />the system dispatcher in the System Operations De- <br />partment of General Office in Minneapolis. In <br />either case, ERAD personnel are notified of the <br />environmental incident. <br />D. During normal working hours all oil discharges are <br />to be reported to ERAD by either the SPCC Plan <br />Coordinator, the dispatcher, or the person making <br />the initial report.
