U. Transportation <br />Care is exercised during the transportation of oil - <br />filled equipment. Special care is taken when hand- <br />ling damaged equipment. <br />Preventive Measures <br />Preventive and early -warning measures may be categorized <br />into three areas: substation inspection, substation trouble <br />alarms and substation design. <br />A. Substation Inspections <br />311.' substations are periodically inspected by <br />:�•erators, troublemen or other experienced person- <br />nel. The frequency of inspection is dependent on <br />station size and significance; it may be daily, <br />thrice weekly, ov weekly. Additionally, main- <br />tenance crews, electrical mechanics, and various <br />supervisory personnel frequent the stations. All <br />personnel are trained on the important- --)f report- <br />ing any abnormal conditions, includi oil dis- <br />charges. Signs posted in the subst,�ions alert <br />personnel to report all substation oil discharges <br />in excess of five gallons to ERAD for follow up. <br />B. Substation Trouble Alarms <br />Most oil -filled electrical equipment is equipped <br />with oil level gauges. Oil -filled transformers <br />are equipped with both level and gas pressure <br />gauges. <br />In larger substations, these gauges are connected <br />to remote alarm systems which will alert personnel <br />in the trouble dispatch centers that the trans- <br />former has developed a problem. Personnel are then <br />promptly dispatched to determine the casse of the <br />alarm. Any substantial loss of oil in energized <br />electrical equipment results in the automatic shut- <br />down of the equipment and electrical o,itages to our <br />customers. In either case, we receive an early <br />indication of problems that stem from an oil <br />discharge. <br />C .bst:: ` ion gn <br />abstations, inherently, have been designed with <br />many features teat minimize the possibility of oil <br />discharges reaching navigable water and/or c;round <br />water. <br />1.
