NSP has, on file with the MPCA, a procedure for oil spill cleanup. <br />A copy of that procedure has been provided to the planning staff. <br />The security fence around the electrical equipment will be 69' by 110'. <br />The fence will be six foot high chain link with a three strand barbed wire top. <br />The tallest structure within the fenced area will be a 40 foot high `H' shaped <br />structure made of tubular steel with a 10 foot lightning god on top. The <br />substation equipment has a low profile design with a height of 12 to 20 feet. <br />The noise generated by the substation transformer is best described as a <br />hum, similar to an air conditioner condenser, with a decibel rating of 46 at a <br />distance of 150 feet and 40 at 325 feet. With the elevation variations, <br />landscaping, buffer distanrcs and background noise in t:ie area, the transformer <br />noise will not be an intrusion to the surrounding area. <br />NSP is proposing 4 is substation for the purpose of providing a more <br />reliable source of power to this service area. The present load situation and <br />projected growth of the area requires this facility. <br />We hope the Planning Commission as well as the residences of Orono <br />understand the need for th's project. We also hope you have confidence in NSP <br />as a trusted and responsible corporate citizen.
