Northern States Power Company (NSP) has applied :o the City of Orono for <br />a Conditional Use Permit to construct, operate and maintain an electrical <br />substation at 3960 - 6th Avenue North. <br />The facility is erred to as a 69-13.8kV substation which means the <br />source for the substation will be a 69kV line with a resulting distribution <br />voltage of 13.8kV. In this case the source or 69kV line is the existing line <br />which runs through the proposed site between the railroad on the east and the <br />Huntington Farm development on the west. <br />The 69kV source will ente substation -And be transformed into two <br />13.8kV feeder lines which is considered to be distribution voltage. One feeder <br />^e will exit the substation as an underbuild on the existing 69kV line and run <br />i, the iirection of Highway 12. The other feeder line will connect to the <br />existing pole line on County Road 6. This substation will not require any <br />additional pole lines in the general area of the substation. <br />The location of the substation has been revised in order to optimize the <br />natural terrain as a means of buffering it from the surrounding area. The ground <br />elevation of the substation will be about 7 feet lower than the existing building <br />site and driveway. The proposed driveway will be from the east of the substation <br />which will allow for the proposed landscaping and existing trees to provide the <br />desired noise and visual buffer to the surrounding area. <br />The equipment within the supstation, including the transformer, contains <br />non PCB mineral oil. the surtace within the fenU"U drea is designed and <br />constructed to absorb any oil leak or spill in the unlikely event of such an <br />62989M1.djf Page 1 of 2 <br />
