MINUTES OF THE OROHO COUNCIL MEETING OF JULY 24, 1989 <br />MINNESOTA CYCLE TOUR CONTINUED <br />construction on County Road 19 and an increased number of riders. <br />Mr. Smith said that the number of riders for previous tours had <br />never exceeded 1500, but the last tour had approximately 3000 <br />people. He said that measures would be taken to pre-register for <br />this next tour and no more than 2000 participants would be <br />allowed. The start of the race will also change there will more <br />of an even flow of riders throughout the tour. In addition, a <br />command center will be established for the purpose of <br />communicating with the area police and the volunteers. There <br />will also be an increase in the number of volunteers. <br />CounciImember Goetten relayed her experience and <br />disappointment with the previous race. She said that it appeared <br />as though there was no supervision. She said that she would rot <br />be inclined to approve the license. Gcetten said that she <br />observed 4 to 6 cyclists riding abreast and felt that was a very <br />dangerous condition for motorists, as well as the cyclists. <br />Police Chief Kilbo reported the concerns of the Police <br />Chiefs of Wayzata, South Lake and Minnetrista Police Departments. <br />Kilbo said he was concerned about the ability to control that <br />number of riders, and said that he would like to have $300.00 <br />paid in advance to cover overtime wages that will be needed. In <br />addition, adequate signage would need to be posted. Kilbo <br />believed that 2000 cyclists were excessive. Mr. Smith reiterated <br />that there had been no problems with previous rides consisting of <br />1800 cyclists. <br />Acting Mayor Callahan did not believe it was good policy to <br />have outside forces controlling the activities that occur within <br />the City. <br />CounciImember Nettles suggested issuing bibs with numbers to <br />each rider. The number on the bib would correspond with the <br />registration Information pertaining to that rider. This would <br />allow the Police Department to issue citations to riders that <br />violate the law. Nettles suggested tabling this matter pending <br />receipt of an application. He suggested that the applicants meet <br />with the Police Chiefs and have the volunteers schooled properly. <br />Mr. Smith said that he had no objections to any of the <br />recommendations that had been called for. <br />CounciImember Goetten indicated that she would not be <br />willing to vote favorably no matter what steps were taken on <br />behalf of Wheels and Spokes, Inc. <br />CounciImember Nettles said that provided the Chief of Police <br />Indicated that the tour could proceed safely, he would be willing <br />to approve the license. <br />Acting Mayor Callahan expressed his reservations about Mr. <br />Smith and Ms. Marcus being able to meet the criteria being called <br />for by the City and the various Police Departments.
