Minutes <br />City Council Regular Meeting <br />Tuesday, May 27, 2025, 6:00 PM <br />City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 <br />City Administrator Edwards gave a staff report on 2025 Parks Projects and the need to seek grant or <br />outside funding for some items, and asked the Council to approve the consulting proposal and to direct <br />staff to undertake the design process on these projects. Bolton and Menk, engineering consultants, had <br />provided "not -to -exceed" proposals of $87,200 for Hackberry Park Design, $6,980 for the County Rd. 6 <br />trail improvement, and $10,600 for the Antoine Park Master Plan. <br />The Council discussed the item and asked questions of staff. <br />Benson moved, Schwingler seconded, to direct staff to implement design work for Hackberry Park <br />and approve engagement with Bolton and Menk for design services. VOTE: Ayes 5, Nays 0. <br />Benson moved, Ricks seconded, to approve the CR 6 trail resurfacing proposal. VOTE: Ayes 5, <br />Nays 0. <br />Ricks moved, Persian seconded, to move forward with the Antoine Park design process. VOTE: <br />Ayes 5, Nays 0. <br />10. Mountain Bike/Multiuse Trail <br />The City Council is requested to review the Staff report, receive a presentation, and discuss and approve <br />up to $15,000 for the design phase for a Mountain Bike Trail next to the Orono Golf Course. Rick Carter <br />of the Parks Commission explained the proposed trail. <br />The Council discussed the item and asked questions of staff and Parks Commission representatives. <br />Concern centered on the impact on the Golf Course of a trail on the perimeter to reach the Mountain Bike <br />area and safety for bikers passing close to golfers. <br />Benson moved, Persian seconded, to deny the design proposal not to exceed $15,000 at Orono <br />Orchards Golf Course. VOTE: Ayes 3, Nays 2 (Tunheim and Schwingler). <br />PUBLIC SAFETY REPORT <br />11. Hire Part -Time Firefighters <br />The City Council is requested to review the Staff report, receive a presentation, and discuss and approve <br />the hiring of two part-time firefighters. <br />The Council discussed the item and asked questions of staff. <br />Persian moved, Ricks seconded, to hire Aiden Liebl and Cam Aslakson as part-time firefighters <br />effective May 28, 2025.
