AGENDA ITEM <br />Date: June 9, 2025 <br />Title: Annual Performance Review of the City Administrator <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: Closed Session <br />Item: 15 <br />Purpose: <br />The meeting will be closed as permitted by § 13D.05, Subd. 3(a), to evaluate the performance of <br />the City Administrator. The purpose of this item is for the City Council to provide feedback on the <br />City Administrator's performance over the preceding year. <br />2. Background: <br />Per the City Personnel Policy all employees are to receive a performance review annually by their <br />supervisor. As the City Administrator reports directly to the City Council, the Council should <br />provide the review. The review was started on April 14th but not completed due to the lateness of <br />the hour. <br />3. Process: <br />a. The focus of this session will be to establish expectations for the remainder of 2025. <br />b. For reference, the Administrator responsibilities are broken down into three main areas below, <br />in addition to the City Engineer function: <br />• Lead Staff. Provide leadership to, and manage the activities of, the city staff and consultants <br />to ensure city functions are provided in an efficient and resident focused manner. Create <br />and maintain a professional and positive work environment. <br />• Support Council. Ensure the City Council is provided with the information and professional <br />advise needed to make sound decisions. Ensure policies and directives of the council are <br />carried out. Foster healthy working relationship between Council, staff and the community. <br />• Coordinate with other agencies. Facilitate intergovernmental cooperation with neighboring <br />communities and other government and non-profit partners, including shared services and <br />other cooperative ventures. <br />• City Engineer. Prepare, resource and manage programs and project to maintain and <br />improve the City's infrastructure. Provide engineer advice to city departments. <br />4. Staff Recommendation: <br />I recommend the Council provide the required annual review. <br />COUNCIL ACTION REQUESTED <br />Discuss and agree to goals and expectations of the City Administrator's for 2025. <br />326 <br />
