Gaffron, Asst Planning & Zoning Administrator <br />DATE: September 8, 1988 <br />SUBJECT: #1316 Gary Barr, 3034 Casco Point Road - Variance <br />APPLICATION: Request for variances to hardcover, structure to structure <br />setback, and accessory structure floor area. <br />ZONING DISTRICT:LR-IC, 1/2 acre - Sewered <br />LIST OF EXHIBITS: <br />Exhibit A - Memo of August 8, 1988 <br />Exhibit B - Planning Commission Action Notice of 8-18-88 <br />Exhibit C - Planning Commission Minutes 8-15-88 <br />Exhibit D - Letter From Neighbor Ian Booth Dated 8-15-88 <br />NOTE: Applicant is an airline pilot and his schedule would not allow him <br />to be present at the Planning Commission meeting. He was represented by <br />contractor Clint Gables of ABA, Inc. <br />DISCUSSION: <br />Please review the memo and exhibits of August 8, 1988. The applicant <br />wishes to construct a detached storage garage with workshop space above,, <br />the proposed garage being approximatley 1,000 s.f. footprint area with <br />additional square footage above it. The property already contains a 3- <br />stall detached garage with an unauthorized dwelling unit in the loft above <br />it. Applicant's initial proposal was to use a common wall for the two <br />detached garages, in order tc conserve trees on the property. This would <br />create an extremely large accessory structure. <br />The applicant subsequently provided two optional plans to the Planning <br />Commission, showing how moving the garage further south or east on the <br />property would result in the need to remove additional trees, which <br />applicant wishes to save. However, he does not wish to reduce the square <br />footage of the proposed structure, since he wishes to provide space for his <br />car collection on his own property. Currently his collection is stored in <br />neighborhoo'' garages in which he rents space. <br />The Planning Commission recommended 6 to 0 to deny the requested <br />variances, finding no acceptable hardship to justify the excess floor area, <br />finding that the hardship of tree loss can be resolved by making the <br />structure smaller, and finding that a second structure with potential space <br />for an additional dwelling unit above it would be inappropraite when the <br />current detached garage already contains an unauthorized dwelling unit. <br />On September 6, 1988, the applicant's agent contacted staff and <br />proposed to submit a revised proposal showing a new garage location. As o <br />this writing, that information has not been submitted to staff. <br />i^'
