Zoning File #1407 <br />June 8, 1989 <br />Page 2 of 4 <br />DRAINAGE ISSUE - <br />Similar to the Wayzata Country Club proposal, this property <br />contributes run-off to properties to the south. The City <br />Engineer has recommended that a small detention basin be provided <br />at the southwest corner of Lot 2, to collect run-off from the <br />Hauser property and discharge it at a controlled rate. <br />The Planning Commission recommendation included the <br />condition that the detention basin be designed by applicants' <br />engineer and reviewed and approved by the City Engineer prior to <br />Council preliminary plat approval. In discussions with the <br />applicants after the Planning Commission meeting of May 15th, <br />this application was scheduled for the June 12th meeting <br />anticipating a potential reconfiguration of the property by <br />combining this subdivision with that of Wayzata Country Club. <br />Such a proposal does not now appear to be forthcoming, however, <br />specific isr?ues regarding the need for new roads etc., would have <br />affected the parameters of design for the desired detention <br />basin, hence a detention basin has not yet been designed. <br />Council may wish to table this application pending submittal <br />and approval of the detention basin design, or could go ahead <br />with preliminary plat approval. Note also that the drainage <br />easement for such a basin would be excluded from the 2 acre lot <br />area, hence the proposed dividing line would have to move <br />slightly northward,, perhaps 10-15 feet, to maintain the 2 acre <br />minimumc <br />DRIVEWAY ACCESS ISSUE - <br />In his review of the site, the City Engineer has recommended <br />that a shared driveway access serve both Lots 1 and ?. Such an <br />access would most Icg.icaJly '•4* •? driveway a c c c«r <br />point onto North Ferndale Road, which could be moved further <br />scQth to avoid the need for an easement across Lot 1. From a <br />consistent policy standpoint, it would be appropriate for these <br />two lots to share one access curb cut. <br />The applicants have submitted a sketch and a letter of <br />request expressing their desire for a separate driveway located <br />mid-way along the east line of Lot 2. Their reasons for such a <br />request include privacy, topography and ease of access, <br />maintenance concerns, and their hope to create the least <br />disruption of the property. <br />The proposed driveway would avoid conflict with the proposed <br />drainfield sites. Note also that from a sight distance stand <br />point, the proposed entrance is a very safe location, but does <br />add one more access point that Fernd le traffic must contend <br />with.
