Minutes <br />Planning Connnission Regular Meeting <br />Monday, March 17, 2025, 6:00 PM <br />City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 <br />Chair Bollis called the meeting to order at 6:00 P.M., followed by the Pledge of Allegiance. <br />1. ROLL CALL <br />Orono Planning Commission members present: Chair Chris Bollis, Commissioners Mark McCutcheon <br />(arrived at 6:02 p.m.) Jon Ressler, Andrew Jarnot, and Thomas Brandabur. Commissioners Kelly Prchal, <br />was absent. <br />Staff present: Community Development Director Laura Oakden, City Planner Melanie Curtis, and City <br />Planner Matthew Karney, <br />2. PLEDGE OF ALLEGIANCE <br />3. APPROVAL OF AGENDA <br />Ressler moved, Jarnot seconded, to approve the Agenda. VOTE: Ayes 4, Nays 0. <br />4. APPROVAL OF PLANNING COMMISSION MEETING MINUTES OF FEBRUARY 18 <br />2025 <br />Ressler moved, Brandabur seconded, to approve the minutes of the Orono Planning Commission <br />meeting of February 18, 2025. VOTE: Ayes 4, Nays 0. <br />McCutcheon arrived at 6:02 p.m. <br />5. PUBLIC HEARINGS <br />5.1. LA25-000007, MATT JASPER, 4745 NORTH SHORE DRIVE, AFTER -THE -FACT <br />CONDITIONAL USE PERMIT AMENDMENT <br />The Planning Commission is requested to review the Staff report, receive a presentation, and discuss an <br />after -the -fact conditional use permit for retaining walls that deviated from the plan initially approved by <br />the City. <br />The Planning Commission discussed the item and asked questions of staff and the applicant, Matt Jasper, <br />4745 North Shore Drive. <br />Chair Bollis opened the public hearing at 6:20 p.m. <br />There were no public comments. <br />Chair Bollis closed the public hearing at 6:20 p.m. <br />Commissioners said the contractors did a good job and the result achieved the goal that the City approved <br />originally, and they supported the staff recommendation that there be a planting plan for screening, but <br />noted that things happened in the wrong order with a change being requested after the fact. Several said <br />the engineer should be asked to come back with an explanation and there should be feedback from the <br />City Engineer. <br />Page 1 of 2 <br />
