The <br />applicant's lakeshore yard drops steeply to the side lot line, <br />making the yard area difficult to maintain and limiting its <br />usefulness. The applicant wishes to construct a length of <br />retaining wall along the side lot line, and fill behind it to <br />create a more level yard area. <br />The proposal calls for a retaining wall to extend from near <br />the house up to a point 40* from the shoreline, the wall being <br />approximately 95* in length and the portion of it more than 2* <br />high being approximately 25* long. Approximately 60-80 cubic <br />yards of fill would be placed behind the wall. <br />City Engineer Glenn Cook reviewed the site and the proposal, <br />and felt that approval of the wall as proposed would be somewhat <br />Inconsistent with past City practice regarding changes to grade <br />within the 75* setback zone. Glenn recommended that the wall be <br />extended to a point 80* from the lakeshore at full height, and <br />then tapered to the ground in the next 10*, to a point 70* from <br />the shoreline. This would reduce by approximately 1/3 the total <br />eunount of fill to be brought in. <br />The applicant feels that Glenn's recommended plan will not <br />accomplish applicant's goals, but will merely move the steep, <br />non-maintainable slope further out from his house. Glenn also <br />suggested that it would be appropriate for the adjacent neighbor <br />to place a few inches of fill near his house to provide a <br />positive grade away from his house to the lake. Sadler feels <br />that construction of the wall per Glenn's recommendation will <br />also not help to alleviate run-off from Sadler's property to that <br />of his neighbor.
