Zoning File #1326 <br />March 16, 1989 <br />Page 3 of 3 <br />Absent the City Engineer's final comments regarding drainage concerna# <br />it is staff’s opinion that the proposed lot is a viable building site* <br />However, careful site planning will be necessary to ensure that conflicts <br />between the house, driveway, septic system, and the grading associated with <br />those components, does not conflict with each other nor cause problems for <br />neighboring property. Staff would suggest that a condition of plat <br />approval be the requirement for a final grading plan prior to Issuance of a <br />building permit, such plan to be reviewed and approved by the City <br />Engineer. Also, Planning Commission may wish to recommend that the <br />retention basin and associated easement be completed prior to issuance of a <br />building permit. <br />Staff Reel iwndation - <br />Staff recommends approval <br />the following conditions: <br />of the preliminary subdivision tubject to <br />1. Dedication of 25' corridor along the north side of parcel 36-118- <br />23 14 0010, for private roadway purposes. <br />2. Grant the 140' variance for lot width and the inherent variance <br />for lack of frontage on a public roadway. ^ ^ <br />3. Per the City Engineer's, pending recommendation, applicant shall <br />construct a retention basin on the propertyto issuance of a <br />building permit for a house on the property, and grant the necessary , <br />drainage easement for same in-the final plat drawings . — <br />4. Applicant shall submit a final site grading plan prior to issuance <br />of a building permit, which must be reviewed and approved by the C..ty <br />Engineer prior to issuance of a building permit. <br />5. The standard park fee of $200.00 shall be paid as part of the <br />final subdivision fees. <br />6. Standard drainage and utility easement shall be shown on the plat <br />drawings. <br />7. The road outlet shall be subject to an underlying road and utility <br />easement granted to the City. <br />As a final note, the drainage concerns expressed by the neighbors <br />regarding development of this property may very well be legitimate <br />concerns, however, creation of the retention basin on this property would <br />be expected to alleviate any intensification of the problem as a result of <br />development of this property. If in fact there is a drainage problem in <br />the neighborhood prior to development of this property, the appropriate <br />method for solving that would be for the residents to petition for a <br />neighborhood drainage study independent of this subdivision approval.
