Zoning File #1326 <br />March 16, 1989 <br />Page 2 of 3 <br />3. A preliminary site plan showing the driveway and house location was <br />submitted by the applicant. Staff compiled the septic information <br />house plan, and topographic survey onto a single drawing, and notec <br />specific conflicts regarding the proposal. In general, the proposec <br />location of che house conflicts with the septic syst^im and the <br />generally proposed location for a basin also conflicts with the drain- <br />field sites. However, it is staff's opinion that with careful anc <br />informed site planning, these conflicts can be resolved. <br />4. A grading plan has not been submitted. Staff would note that wher <br />comparing the proposed house to the existing contours, we would expect <br />a walkout to the south of the house, but foresee major filllnc <br />necessary in the area of the circle driveway, which may affect th«r <br />neighboring property. It will be incximbent upon the applicant to makt <br />some sense out of the site plan and show that the neighboring property <br />to the east will be protected from run-off when a building permit is <br />applied for. <br />5. With appropriate setbacks and careful construction, staff would expect <br />no surface or ground water impact from the mound drainfield systems. <br />6. Applicant as of this writing has not submitted signatures from the <br />Wayzata Country Club nor documented the access issue, although these <br />were promised to be submitted two days prior to this writing. <br />Applicant is advised through this memo to submit that informatlor <br />immediately. <br />Diacosslon - <br />Please review the staff recommendation of September 14th. Staff <br />recommended approval, conditioned on the plat drawings Including a 25* road <br />outlot corridor along the north boundary of the existing country club <br />parcel, dedicated for private roadway purposes. This will provide the next <br />link in the private roadway serving the addition known as "Fairway View" tc <br />the west. <br />Note also that a variance must be granted for lot width, since this is <br />a "flag" lot. The standard drainage and utility easements would have to be <br />show*', on the plat drawings, and the new lot would be subject to a park fee <br />of ^200.00. <br />Additional easements would be requested if the City requires that a <br />retention basin be constructed on this property. <br />-HP ^ <br />/S c.ot^t,errCi.
