This led the City Engineer to revise <br />his previous recommendation for the design and location of the retention <br />basin. The applicant’s engineer is currently in th^ process of designing <br />that retention area but anticipates that the design work will not be <br />completed until approximately April 20th. <br />Not' -hat Glenn's comments of March 30th indicate that the retention <br />pond on ^ Wayzata Country Club property should be designed sufficient to <br />improve tne overall drainage system for the area, handling more than just <br />created by development of a single new residence. <br />Additionally, Glenn suggests that improvement of the swale on the Brooke <br />Nelson pronev^” vfll eliminate the standing water on the Nelson and Simmons <br />properti-5' cugh the current applicants would not necessary be <br />re:»ponsib. king those neighborhood drainage improvements. <br />Staff Recomu;«Ion - <br />Based on the recommendation of the City Engineer and the information <br />provided regarding house site grading, access easements, and property <br />owner's verification that the Country Club supports the subdivision, staff <br />recommends that Planning Commission recommend preliminary plat approval <br />subject to the following conditions: <br />1. Applicant shall construct a retention basin per the City <br />Engineer's recommendation as a first condition to issuance of a <br />building permit for a house on the property. This basin would be <br />required to be completed a‘ the time of initial foundation excavation <br />on the property. Proper erosion controls shall be in place. The <br />necessary drainage easement for this basin shall be shown in the final <br />plat drawings. <br />2. Applicant shall submit a final house site grading plan prior to <br />issuance of a builc^-ng permit, which must be approved by the <br />City Engineer prior to issuanc- of the building permit. <br />3.
