Zoning File #1407 <br />June 8, 1989 <br />Page 3 of 4 <br />Planning CGamisalon Recommendation - <br />On May 15, 1989, the Planning Commission voted 6-0 to <br />recommend approval of the proposed plat with the following <br />conditions; <br />1. Driveway access to North Ferndale Road shall be via a <br />shared driveway between Lots 1 and 2 or from a new private <br />road outlot if the Hauser and Wayzata Country Club <br />subdivisions are combined. <br />2. A retention basin shall be constructed per the City <br />Engineer's recommendation within Lot 2. This basin shall be <br />designed by applicant's engineer and reviewed and approved <br />by the City Engineer prior to Council preliminary plat <br />approval. The basin shall be constructed as part of the <br />initial construction work on the property. A drainage <br />easement shall be granted over the basin. (Notes proposed <br />division line must move northward to maintain 2.0 acres in <br />Lot 2 exclusive of drainage easement.) <br />3. On the plat drawings, 33' of right-of-way for North <br />Ferndale Roa. shall be dedicated as public roadway. <br />Additionally, a 25' private road outlot along the north <br />boundary of the property shall be shown on the plat for <br />private road purposes. The standard road and utility <br />easement shall be granted over the outlot private roadway. <br />4. Lot 2 will be subject to a $200.00 park fee per the <br />current fee schedule. <br />5. Applicant shall submit a site grading plan for the house <br />prior to issuance of a building permit, which must be <br />approved by the City Engineer, prior to issuance of the <br />building permit. <br />6. Standard drainage and utility easements shall be shown <br />on the plat drawings. <br />Staff Recommendation - <br />Staff would recommend approval per the Planning Comm.ission <br />recommendation. The two remaining issues to be considered by <br />Council prior to adoption of a preliminary plat approval <br />resolution are: <br />1. Should the retention basin design be submitted and <br />approved by the City Engineer prior to adoption of the <br />preliminary plat approval resolution, or should such design <br />be required prior to final plat approval?
