51089.7 <br />TO: Mayor and City Council <br />FROM: Mark E. Bernhardson, City Administrato <br />DATE: May 10, 1989 <br />SUBJECT: Telephone System - Request for Proposal <br />O <br />ISSUE - Receiving permission from the Council together with an <br />approximate budget allocation for the acquisition of a telephone <br />system for the City Hall and Public Works. <br />INTRODUCTION - The City's current phone system was installed in <br />December of 1984 at a cost of $3,600.00 plus installation. It <br />has reached the point that this system can not be improved with <br />additional lines and yet provide the ability to transfer from one <br />person to another within the City Hall with a maximum of 4 <br />incoming lines. <br />DISUCSSION - For the last two mon*-hs Jeanne Mabusth has been <br />exploring alternative systems with various vendors. It is <br />anticipated at this point that the City could obtain a system <br />that is capable of handling up to 12 outside lines and 48 <br />stations for a cost of $3 0-12,000. This represeni-.; a baseline <br />configuration. Smaller systems are really not -'/ailable. <br />Systems under consideration would provide substantial features <br />over what the City currently has. The City has a current need <br />for 5 to 6 lir. 2S to serve 18 existing stations (14 <br />Administration, 3 Public Works and 1 Council Chambers.) <br />Installation of this system at the present time would be one that <br />could be transfered to a new facility for under $1,500. <br />Given the fact that anticipated cost of this system would be <br />under the $15,000 limit requiring bids, staff is proposing that <br />the City seek requests for proposals, which can not be construed <br />as bids, from three to four vendors. This will allow the staff <br />to combine the best analysis of the system and value for the <br />money without being forced to stick strictly with the lowest <br />submitted proposal. <br />ALTERNATIVES <br />1. Authorization to seek request for proposal and budget <br />allocation of $10-12,000. <br />2. Table for further discussion. <br />3. Direct that bids rather than request for ^ ^posal be <br />submitted. <br />4. Take no action.
