Mich presented a certificate of recognition from the Minnesota School Boards <br />Association to James Franklin honoring him for his participation In over 100 <br />hours of MSBA sponsored programs and activities. <br />Don Anderson requested that Orono's HTI representatives provide Information to <br />the Board in response to the articles on vocational schools that are appearing <br />In the newspaper. This will be done at a future meeting. <br />Jim Franklin briefly reported to the Board on the NSBA Convention which was held <br />In Anaheim, California In April. <br />Lucie Taylor expressed apprecUlion tc El 11 Fenholt and his staff on the <br />financial data which the Board received. <br />Dave McKown reported on the Teacher Meet and Confer meeting which was held on <br />April 18, 1989. Some of the items that were discussed Included principal <br />selection policy, complaint review procedure, class size, transfer policy and <br />the new schedule proposal. Kitty Crosby reiterated the agreement to review the <br />procedure followed for transfers as outlined cnder the guidelines of the letter <br />of transfer to assure that the correct process had been followed. Dr. Mich <br />stated that this is in the process oT being reviewed. <br />Nancy Brantingham presented the Board with a letter from the Chemical Health <br />Advisory Council requesting that as the process for hiring the Orono High School <br />principal occurs, the importance of chemical health issues be kept in mind. <br />John Whitman, representing a group of high school basketball parents, presented <br />the Board with information which he had compiled and requested to be placed on <br />the agenda for the May 8 Board meeting. Dr. Mich stated that he would examine <br />the materials presented and that he would, under the direction of the school <br />attorney, advice the chairman as to discussion guidelines the Board should <br />follow concerning this matter. <br />Bill Fenholt Introduced Luther Felstad, Springsted consultant. Mr. Felstad pre­ <br />sented background Information to the Board regarding the sale of the school <br />building bonds. He Informed the Board that according to the Municipal Credit <br />Report done by Moody's Investors Service, 0»*ono School District received an A1 <br />rating based on the fact that there Is no debt, there Is a good tax base so <br />a good profile could be presented, and the district finances/records have been <br />administered very well. <br />The Clerk presented affidavits showing publication of notice of call for bids on <br />$2,735,000 General Obligation School Building Bonds, Series 1989A of the <br />District, for which bids were to be received at this meeting, in accordance with <br />the resolution adopted by the School Board on March 21, 1989. The affidavits <br />were examined, were found to comply with the provisions of Minnesota Statutes, <br />Chapter 475, and were approved and ordered place on file. <br />The Board then proceeded to receive and open bids for the sale of the Bonds. <br />The following bids were received: <br />Bids and RESOLUTION ACCEPTING BID ON SALE OF $2,735,000 GENERAL OBLIGATION SCHOOL <br />BUILDING BONDS on file in District Office.
