There was discussion regarding the zoning of the shoreline with Gilbert contending it is public property and Kelly stating it is park property. Frank Kelly, speaking for the City of Greenwood, discussed the configuration of the dock, stating the current dock is a pier dock while the proposed dock will be wider and longer, thus using more of the public waters of St. Alban's Bay. He indicated no objection to rebuilding of the current dock in the same location to correct any safety matters. He feels that by allowing the lease of shoreline to create dock use area will create a problem for the District in the future.
