City Engineer Glenn Cook has reviewed the site, and although his <br />written comments have not been received as of this writing, he <br />generally indicated the fill in place is not a problem. The fill <br />extends approximately 5-10 feet into the neighboring property to the <br />east. That property owner has had conversations with the applicant <br />regarding the fill, and also contacted staff regarding this <br />application. The neighboring property owner says he has no concerns <br />about the fill as long as it has no significant impact on his <br />property. Given that the drainage always flowed towards his property, <br />and the rate and amount of drainage is not expected to increase, we <br />would not expect any detrimental effect. <br />Glenn suggested that the slopes at the east lot line and the north end <br />of the fill be tapered at a slope of 4:1 or flatter, and that no <br />additional fill be placed on the property since extension of the fill <br />northward would start to affect the drainageway crossing from west to <br />east behind applicant’s house. The applicant has stated <br />intends to bring in no additional fill, only to "finish grade that <br />which is in place, and seed or sod it. He also intends to place trees <br />on the filled area. <br />Staff RecoHBendation - <br />Given that the grading and filling that has occurred appears to have <br />little impact on rates or amounts of run-off to the neighboring properties, <br />staff would recommend approval subject to the following conditions: <br />Finish grade per pending recommendations of the City Engineer, <br />which may include: A) reduction of final bank slopes; B) placement <br />of erosion control measures until re-vegetation is complete; C) <br />seeding or sodding immediately after the final grading; D) <br />grading may be required to include removal of fill that over the <br />property line to the east. <br />2.
