Zoning File #1386 <br />March 16, 1989 <br />Page 4 of 5 <br />5. "Area 5 - Recommended alternative." In consideration of the <br />recommended alternative for Area 5, Lots A and B remain in single <br />family ownership and use and are not proposed for multiple family <br />development. The sketch plan provided by the applicant reflects <br />landscape buffering along the south side of Dickey Lake Drive. What <br />is the required buffering along the west side of Lot A and the <br />southern borders of Lots A and B where the road abutts the properties? <br />B-1 zoning requires an evergreen hedge or privacy fencing. <br />6. Preliminary review comments of sketch plan submitted with rezoning <br />application. <br />A. Need to address retention/drainage on site. Review Exhibits <br />D, F & G, although the section in the Comprehensive Plan that <br />deals with Area 5 suggests no wetlands area, the survey reveals a <br />designated wetland within the outlot. The soils map classifies <br />it as a Shields silty clay loam, similar to the cordova shown to <br />the north and east. This issue must be addressed prior to the <br />submittal of a formal site plan. Drainage from the site all <br />flows to Long Lake and historically this area has many drainage <br />problems. Retention on the site will be a major issue. <br />B. Buffering. How do we provide buffering for the residential, <br />single family lots to the east, specifically Lots A and B? <br />Evergreen plantings within southern boundaries of Lots A and B, <br />similar to plantings required of Rebers on private property of <br />adjacent neighbors? Realign road so that there is additional <br />room for landscape buffering? <br />C. The east/west access road has been placed meeting the safety <br />guidelines for separation of intersections both from Highway 12 <br />and existing Dickey Lake Drive. The access road at the east side <br />of the property has been located to the north to realign with the <br />proposed outlot in the Rebers' plat. A future subdivision should <br />show the alignment with the future road outlot in the Rebers* <br />subdivision. A new curb cut at Highw .y 12 would have to be <br />reviewed and approved by MnDot. All access off Willow Drive must <br />be limited to east/west road. No additional curb cuts will be <br />allowed to the site off Willow Drive.
