Zoning Ordinance Amendment Drafts Prepared by <br />John Shardlow <br />B* Council Minutes Exceprx Dated 5/23/88 <br />ISSUE - <br />1. Acceptance of initial draft work by Shardlow as authorized on <br />May 23r 1988 together with referral of these drafts to the <br />Planning Commission for their considerat^n. <br />INTRODUCTION - As noted in Attachment B the Council authorized <br />contracclng* with John Shardlow to undertake the necessary <br />ordinance amendments to Implement the Highway 12 Corridor study. <br />Attachment A reflects the work he has done to date and the next <br />step would be submission of these draft ordinances to the <br />Planning Commission for their review. <br />DISCUSSION - The process for zoning ordinance review as you are <br />familiar with, requires either initiation of the planning <br />Commission or referral by the Council. If initiated by the <br />Council# the Planning Commission has a responsibility to review <br />and make a recommendation. I-f however Aone is forthcoming after <br />68 days the Council then'has the right to consider it without <br />Planning Commission recommendation. <br />Presently certain property owners in the corridor are interested <br />in submitting their proposals for as least initial review. Any <br />work and approval of tnese plans would await the completion of <br />the Corridor Zoning Amendments. Development of Zoning amendments <br />or at least the portions that are or would be applicable to their <br />property will be closely followed by these individuals. <br />The structure is such that it provides for an ■unbrella* section <br />incoprorating the preconditions for zoning. (Transportation# <br />sewer# water# etc. as outlined in the comp plan amendment) and <br />then incorporates much of the existing districts as the actual <br />zoning with additions of a Highway Business District and PUD. <br />Inclusion w£ existing zonina standards under this umbrella should <br />minimize the extent cf needed review to the'‘'ujsbreria* section# <br />the new two zoning sections and any special zoning provisuions <br />applicable to this corridor. s <br />ALTERNATIVES <br />1.the submission of ^ese drafts <br />1 <br />to the Planning
