philosophy for the city. <br />Responses - Unfortunately# communications are in the eyes of the <br />beholder and the intent of the meeting was to improve <br />communications in a positive manner. To date the effect has been <br />just the opposite. As for the issue of "Rural Character"# it <br />should be noted that a majority of the current residents in the <br />community live in or around Lake Minnetonka on lots that are <br />substantially below two acres. The "Rural Character" probably <br />entails approximately 1/3 of the sites in Orono. The development <br />of the "Rural Charater" was a function or the desire of the <br />people who lived on Lake Minnetonka to protect the lake from non <br />point source pollution and came about as a result and not the <br />primary goal of the Comprehensive Plan for the major area left <br />undeveloped that remained to be developed. <br />IV. Other Related Issues - Three other issues were raised <br />which include: <br />* County Road 116 <br />Future Highway 12 <br />Executive sessions <br />Response - The utilization of County Road 116 as a minor arterial <br />is outlined in the City's Comprehensive Plan and has been on the <br />City's MSA system since its development. Whether this is a minor <br />arterial under Orono or County jurisdiction it is more <br />appropriately an issue for the City Council than a planning issue <br />for Planning Commission review as its status har already been <br />determined. <br />As for the future of Highway 12 it is anticipated that once a <br />corridor selection process is undertaken# Planning Commissioners <br />and Council together with other Interested parties would be <br />involved in that process to address particular land use concerns. <br />It should be noted that the Planning Commission has not <br />traditionally been involved in transportation planning issues. <br />As far as the executive sessions are concerned their content is <br />not apprporaitely discussed publicly but Planning Commission may <br />not be aware that the scope the Council can utilize in <br />conducting them is limited to the following issues: <br />A. Land acquiaion discussions. <br />B. Pending or current litigation. <br />C. Labor relations contract discussions. <br />The Council has been very diligent in limiting their use of <br />executive sessions and does not use or encourage excessive <br />discussion for these ito'ns. <br />cc: Jeanne A.
