5 1 .jO <br />Are essential but adverse building and site elements properly <br />screened or obscured from neighboring property and public places? <br />C, A finding that any of the above does or does not <br />exist shall not solely be cause for a Project to be unacceptable, <br />but further that it is of such a nature as to produce one or more <br />of the following harmful effects on occupancy of the proposed <br />development or on immediate or neighboring areas: <br />1. Adverse Ly affects the benefits and' <br />desirability of occupancy/ <br />2. Ciminishos the stabililty and taxable <br />value; * <br />3. Prevents the most appropriate use of real <br />estate and resources and the moat appropriate development; <br />4. Produces degeneration of property; <br />5. Produces «:dverse conditions on the public <br />health, safety and welfare. <br />D. The Planning Commission and Council may from <br />time to time amend or vary the application and review procedures <br />and the amount and type of documents to be presented. <br />Subd. 19. Pinal Plan Review. <br />A. Before a building permit is issued for any <br />structures within the proposed site, Pinal Plan of one or more <br />stages in accordance with building permit requirements and <br />requirements contained in this Section, shall be submitted to. the <br />Planning Commission for review and recommendation and to the <br />Council for approval. <br />B. A Pinal Plan shall be submitted with an <br />application for Pinal Plan approval within ninety days after <br />Council approval of the Preliminary Plan unless a written request <br />for an extension is submitted by the applicant. If an application <br />for final approval or a request for an extension is not received <br />within ninety days, the Preliminary Plan will be considered <br />abandoned and a new application for a Preliminary Plan must be <br />submitted following the Preliminary Plan procedure. There shall be <br />maximum extensions of not more than one year. <br />C. The application for Pinal Plan (or for any <br />stages of the Pinal Plan) approval shaU be accompanied by a legal <br />description of the total property together with copies of tne <br />following plana and data: <br />1. A plan with locations of all structures <br />Including placement, size and type with existing topography showing <br />two foot contour intervals or spot elevations of “ ^00 foot grid <br />such contours are over 100 feet apart. <br />ORONO CC 302 (4-1-84)
