City of Orono/Financial Report Dated 12/87 <br />ISSUE - Receipt of information for the State of Minnesota <br />regarding the financial health profile that they annually provide <br />based on the City's financial reports and other da«.a. <br />INTRODUCTION - As you may recall last year the City has received <br />the Financial Health Profile from the State Auditor. The <br />information does provide some background direction and <br />comparisons for the City visavis the other cities in the State. <br />DISCUSSION - A review of the data enclosed is helpful in better <br />understanding the direction of Orono and its comparison to other <br />communities. The data however, is done for every city in the <br />State and as such there is little, if any, review by the State at <br />each of the individual cities data. As noted last year, the data <br />does not always accurately reflect the city's position. In <br />Orono's case the Police costs for all three contract communities <br />plus the cities are lumped in its governmental expenditure fund <br />and its only the City of Orono's population that is used to <br />determine any per capita figure. (The City's actual per capita <br />Police cost for '87 was $78.85.) It is helpful to contrast this <br />information with the information the City prepares locally as <br />part of its statistical index. The most accurate data is the <br />City's revenue and expendiure data, as this is taken directly <br />from the City's financial reports. <br />ALTERNATIVES <br />1. Accept as presented. <br />2. Request additional information or clarification on selected <br />items within the report. <br />3. Table the information for further discussion. <br />RECOMMENDATION - It is recommended that the Council accept the <br />information as presented after asking for any clarification on <br />data that they would desire. <br />PROPOSED MOTION - Moved by seconded by _, that Council <br />accepts the Financial Health Statement as presented for 1987. <br />Ayes _, Nays _. <br />cc: Thomas Ruehn, Finance Director
