Excerpt from LMCD 1989 Budget Request <br />ISSUE - Determination as to the level of funding, if any, the <br />Council would like to make for 1989 to the Task Force's work. <br />INTRODUCTION - As noted in Attachment A the LMCD is now formally <br />requesting donations from each of the cities which is to be equal <br />their annual LMCD levy. For 1989 the LMCD levy for Orono is <br />$16,940. As you may be aware the City has helped the LMCD <br />distribute the brochures on milfoil, which now is found in almost <br />all the bays on Lake Minnetonka. <br />DISCUSSION - Depending on the amount of money that the LMCD is <br />able to raise this first year will somewhat dictate the tract <br />they must undertake to tackle this program. Presently they have <br />received approximately $40,000 in private donations from the <br />solicitation they had sent out. Alternatives for the 1989 <br />program are as follows: <br />A. Alternative 1. - This alternative would entail the <br />acquisition of two to three harvesting machines and <br />attendant equipment at approximately $80-90,000 per <br />unit for a total $160-300,000. In additior there would <br />be operation costs of this equipment for personnel and <br />other supporting equipment to a private contractor for <br />trucking and disposal of approxmiately $200,000. The <br />total cost the first year would be approximately <br />$500,000. After that the annual cost would be the <br />$200,000 operations costs. <br />B. Alternative - If the LMCD was unable to get the <br />amount needed to acquire at least two machines they <br />would have to go with contracting the work to a private <br />contractor, who in turn would have the expense of <br />acquiring the machines. It is estimated that the cost <br />would be about $300,000 annually. <br />The preference of LMCD is to go with Alternative 1. They are <br />looking to fund the operating costs by a split of approximately <br />$100,000 request from Hennepin County together $100,000 from the <br />cities around the lake (The annual revenues LMCD receives from <br />the Cities for 1989 is $99,032 and as such a proration of the <br />annual fees would be one way to acquire that money.)
