- Turn-Around - The feasibility of a turn-around near <br />the Crystal Bay Service was looked at, but not deemed <br />feasible at this point. A requirement is state law is <br />1000 feet either direction - This would require removal <br />of a number of small scrub trees east of Tonkawa Road. <br />- Narrowing Driving Lanes - Currently the issue is <br />looked at regarding the driving lanes as to whether they <br />could be narrowed to; a) slow down traffic and b) not <br />have to encroach towards the lake side any greater. It <br />was determined that these are presently at the minimum <br />standard for the County. <br />- Rea 1ign Center Line - This was looked to swing it <br />further to the north, but the County did not feel it was <br />an appropriate solution based on current road structure. <br />The possibility that a couple of the packages could be looked at, <br />one for the short term and another for the long term with options <br />2 and 3 being shorter term solutions and option 1 being perhaps a <br />longer term solution. The 1-4 widening of the shoulder may be <br />a further encroachment of hardcover into the 0-75* lakeshore to <br />the extent it is already not driven on gravel. This may require <br />an amendment to Metro Waste Control's conditional use permit. <br />Attached please find Mr. Singer's correspondence with DNR. <br />ALTERNATIVES <br />1. Council directs staff on developing a desired alternative <br />and/or variations. <br />2. Establish public meeting for January 23, 1989. <br />3. Eliminate undesired alternatives. <br />4. Develop a short term and long term strategy. <br />5. Table for further discussion. <br />RECOMMENDATION - It is recommended the Council establish 1/23/89 <br />as a date for consideration of alternatives having given staff <br />direction as to a desired alternative.
