Box 66 <br />Crystal Bay, MN 55323 <br />CSAH 51 PARKING <br />NORTH ARM BOAT LAUNCH SITE <br />Dear Mark: <br />We have made some additional review of pedestrian sight distances which <br />would be obtained with the installation of a full 10 foot wide parking <br />lane on the south side of CSAH 51 . Our previous report listed three <br />options. One option removed parking and the other two provided for a full <br />10 foot wide parking lane. <br />With the full width parking lane, a pedestrian crossing from south to <br />north can stand on the parking lane and have sight distance in both <br />directions well in excess of that required to cross the road. This is the <br />case except in the area of the first curve east of the Hendrickson Bridge <br />where parked vehicles could cause sight distance to become somewhat <br />restricted. Through this curve area, sight distance is adequate to permit <br />time for the pedestrian to cross only about one half of the roadway. <br />Also, stopping sight distance for an eastbound vehicle travelling at 40 <br />mph is marginal. <br />If four parking spaces were eliminated in approximately the middle of this <br />curve, adequate stopping sight distance at 40 mph would be obtained. <br />While Option No. 1 in our previous report, eliminating parking, is <br />probably the safest situation, it does not address the city’s concerns <br />over providing parking for the boat access. <br />If parking is to remain, we offer an additional Option No. 4 which <br />optimizes the sight distance with parking provided.
