This application was reviewed as Zoning File LA24-000063 (Comprehensive Plan <br /> Amendment#7). The analysis contained within staff memos and the exhibits attached to <br /> the aforesaid memos,all minutes from the above mentioned meetings,and any and all other <br /> materials distributed at these meetings are hereby incorporated by reference. <br /> 2. The City plans to provide City sewer to serve existing developed lakeshore lots on the west <br /> end of Fox Street. To accomplish this, the City intends to create a new lower density land <br /> use classification to reflect the current built environment of these lakeshore lots which <br /> range from 2 - 8 acres in size. <br /> 3. The City proposes establishment of a new Urban Large Lot Estate category. The large lot <br /> category impacts the overall density for the city within the MUSA areas. <br /> 4. The guided land use density ranges will be modified to reflect Urban Large Lot Estate <br /> (0.125-0.5 u/a), and Urban Medium High/Mixed Use(10-20 u/a), <br /> 5. The City proposes to increase the ratio between commercial and residential within the <br /> Urban Mixed-Use category from 70%residential and 30%commercial to 85%residential <br /> and 15% commercial to allow for additional housing units. <br /> 6. The aforementioned changes, combined, will offset each other and ensure that sewer can <br /> be provided to environmentally sensitive properties around Lake Minnetonka, while <br /> ensuring that the city will be able to maintain the density standards of 3 units/acre <br /> throughout areas of the city with existing sewer connections. <br /> 7. The proposed changes will not reduce the City's requirement to provide the required 154 <br /> units of affordable housing, based on the number of acres guided for densities 8 units per <br /> acre or greater(Comprehensive Plan Table 3B-3). <br /> 8. The proposed changes will result in an overall density of 3.1 units per acre within the <br /> sewered areas of the City, exceeding by 0.1 the minimum density required for Emerging <br /> Suburban Edge communities, as designated by the Metropolitan Council (Comprehensive <br /> Plan Table 3B-5). <br /> 9. The proposed changes meet the prescribed housing growth for the periods 2021-2030 and <br /> 2031-2040 (Comprehensive Plan Table 3B-6.) <br /> CONCLUSIONS, ORDER AND CONDITIONS: <br /> 2 <br />
