CMP Part 3B. General Land Use Plan <br /> As the demand for,and value of,lakeshore property has dramatically increased,so has the pressure <br /> to expand or replace older homes with much larger homes. This pressure has the potential to <br /> substantially alter the natural character of the lakeshore, and the more open and natural <br /> environment enjoyed by property owners along much of the lakeshore in Orono. <br /> The following policies will guide the City in addressing development on the lakeshore. <br /> 1. Lake Minnetonka shall be protected as a natural and recreational resource. <br /> 2. The natural character of the lakeshore shall be preserved, and when possible,enhanced. <br /> 3. The views and open space currently enjoyed by lakeshore property owners shall be <br /> reasonably protected. <br /> 4. The size of a house to be allowed on a lot shall be determined, in part, based on the size <br /> of the lot,as well as on the shape and topography of the lot. <br /> 5. The increase in massing of structures on the lakeshore shall be limited. <br /> 2040 REGIONAL DEVELOPMENT FRAMEWORK <br /> Accommodating future growth of the Metro Area is a concern that will require wide-ranging resources. <br /> The Metropolitan Council in 2015 adopted "Thrive MSP 2040" to provide a plan for addressing the <br /> challenges that will be faced by the Twin Cities area over the next two decades in accommodating <br /> expected growth in the region. Forecasts indicate the metro area will grow by 820,000 people between <br /> 2010 and 2040,and as the average household size continues to shrink(from 2.55 in 2010 to 2.43 by 2040) <br /> an additional 389,000 households must be accommodated. <br /> In addressing the challenges of growth, Metropolitan Council has acknowledged that a"one size fits all" <br /> approach to implementing the Regional Development Framework is not appropriate, and has designated <br /> Geographic Planning Areas to identify communities with similar types of growth. In general, Orono's <br /> area within the MUSA boundary is designated as "Emerging Suburban Edge" and the areas outside the <br /> MUSA boundary are "Rural Residential". Metropolitan Council has identified a set of implementation <br /> strategies for each of these categories, as well as an umbrella of strategies that will apply to all <br /> communities. Map 3C-1 outlines the Community Designations and the community responsibilities. <br /> Each local community is required to address how it will plan for its share of regional affordable housing <br /> needs for the decade 2021-2030. Metropolitan Council has apportioned the forecasted need among each <br /> of the municipalities in the 7-county metro area. Minnesota Statutes require that comprehensive plans <br /> include an implementation program that describes public programs, fiscal devices and other specific <br /> actions to be undertaken in stated sequence to implement the comprehensive plan and ensure conformity <br /> with metropolitan system plans. One required element is a housing implementation program,"...including <br /> official controls to implement the housing element of the land use plan, which will provide sufficient <br /> existing and new housing to meet the local unit's share of the metropolitan area need for low and moderate <br /> income housing."
