CMP Part 3B. General Land Use Plan <br /> of on-site sewage treatment systems which rely on soil treatment of sewage effluent. <br /> The existing rural area will not be urbanized. Orono's Community Management Plan is not a <br /> staged growth plan. Municipal urban services will not be extended into the rural area or across <br /> open, rural lands. <br /> Rural land uses and densities do not require urban services.Urban services are not compatible <br /> with rural land use.Extension of certain urban services, such as extensive public road maintenance <br /> or municipal sewer or water cannot be economically justified or easily provided to developments <br /> in rural areas or at rural densities. <br /> Rural development will be subject to proven on-site sewage treatment capability. Future <br /> development in the rural area will be contingent upon the developer providing prior technical <br /> evidence that the site contains sufficient suitable land for all development, an acceptable primary <br /> drainfield area, and reserved space for at least one alternate drainfield area. The zoning area <br /> requirements for rural Orono will therefore be based upon minimum areas of dry, buildable, <br /> contiguous land exclusive of roadways,wetlands, streams or areas of high water table. <br /> Rural land use densities will allow maximum retention of private woods and open space.Low <br /> rural densities will accommodate home-sites without affecting the traditional vistas of open fields <br /> and woods. The retention of these woodlands and marshlands will then assure permanent habitat <br /> for our wildlife. Public open space will be provided on a large-scale or Park Reserve basis, but <br /> neighborhood or mini-parks are unnecessary because of the large amount of available privately <br /> owned and maintained open space. <br /> Rural lakeshore areas within the Shoreland and within the MUSA will be provided with <br /> municipal sewer service upon request.Municipal sewer service connections will be available to <br /> new or existing residences within the designated Shoreland Overlay District and within the MUSA <br /> when requested, costs to connect will be the responsibility of the property owner. However, this <br /> policy will not preclude development of such areas using fully conforming Individual Sewage <br /> Treatment Systems. <br /> Lakeshore Residential Land Use Policies <br /> Although Orono's lakeshore has a wide range of diversity in lot size and home size, the <br /> predominant character of Orono's lakeshore is natural. Natural is defined in part by much of the <br /> lakeshore being historically developed as large estate lots with homes set back a substantial <br /> distance from the lakeshore, or being developed as moderate homes on moderate lots leaving <br /> substantial open space. Natural includes remnants of native forests and vegetation, protection of <br /> the lakeshore from hardcover and impervious surface encroachments. The exception to the natural <br /> lakeshore is the areas where historically small cottages were built on small lots close to the <br /> lakeshore. These cottages in many cases have been updated, remodeled or expanded into year- <br /> round homes. <br /> The key goal of the City's Comprehensive Plan is to protect Lake Minnetonka, and other Orono <br /> lakes and waterways which includes the preservation of the natural character of the lakeshore and <br /> the water quality of the lakes. <br /> City of Orono Community Management Plan 2020-2040 Part 3B,Page 11 <br />
