S 10.30 <br />J. Elevation. No dwelling unit or any part thereof <br />may be built at an elevation lower than the elevation of the ground <br />at the base of the building. <br />K. Entrances, <br />own separate exterior access. <br />Each dwelling unit shall have its <br />L. Parking. There shall be provided on the lot <br />occupied by the multiple dwelling building two off-street parking <br />spaces per dwelling unit, one of which is an enclosed parking space <br />which may be located in or under the multiple dwelling building; <br />detached from the principal building if its location s’erves some <br />beneficial screening, buffering or transitional function; or else <br />completely underground. In addition, .25 parking spaces per <br />dwelling unit shall be provided for guests, and shall be located <br />conveniently for the units they are intended to serve. The main <br />parking areas shall be surfaced with a hard, all-weather, durable <br />dust-free surfacing material and shall be properly drained and <br />landscaped and shall be maintained in a well-kept condition. No <br />parking area shall occupy any required Project yard area, nor shall <br />it be located closer than five feet to a side or rear lot line, nor <br />closer than ten feet to any principal building. Each parking space <br />shall have a minimum width of nine feet and a minimum depth of 200 <br />feet exclusive of aisles and maneuvering space. All parking areas <br />containing more than six spaces which adjoin either a public street <br />or residentially zoned property shall have a solid wall or fence of <br />not less than three feet nor more than four and one-half feet in <br />height along such adjoining line. Such fences or walls shall be so <br />designed that they are architecturally harmonious with the <br />principal structures on the lot. A screen planting approved by the <br />Council may be substituted for the required wall or fence. Guest <br />parking stalls shall be easily accessible to or from the main entry <br />of the multiple dwelling building. No street parking shall be <br />permitted. <br />M. Internal Streets. All minor internal streets <br />shall be owned and maintained by the owner of the Project, by a <br />Homeowner's Association or by any other agency or method deemed <br />appropriate by the Council. Permanent easements fifty feet in <br />width shall be provided as required by the Council for all private <br />streets. Collector streets which may be required to maintain <br />neighborhood continuity of circulation between MPPR Projects or <br />with other adjoining development shall be provided with a public <br />right-of-way. <br />N. Outside Storage. No boats, recreational <br />vehicles over twenty feet in length, maintenance vehicles or other <br />similar bulky objects shall be permitted on the Project area unless <br />completely enclosed in a building or in an area completely enclosed <br />by a fence of such opacity and height to obscure the stored <br />contents from any living or pedestrian areas on or around the <br />Project area.
