AGENDA ITEM <br />Date: March 10, 2025 <br />Title: Purchase Equipment - Stump Grinder Attachment <br />Presenter: Joe Ruthenberg, Superintendent - Parks, Facilities <br />Section: Consent Agenda <br />Purpose: <br />To purchase a stump grinder for use throughout the city. <br />Item: 13 <br />2. Background: <br />The Fecon FST280 is a low -speed, high -torque grinder that ensures rapid, efficient, and safe stump <br />elimination, enhancing productivity across landscaping, tree services, agriculture, and municipal <br />projects. It easily attaches to equipment that we already have, can tackle low vegetation to tall <br />stumps, and tree roots. It is also a direct drive system that eliminates, belts, pulleys, gearboxes, <br />actuators and electrical connections saving on repair and maintenance costs. It can perform a <br />variety of grinding, including below -grade, face and edge to minimize wear and maximize <br />mulching. It's maneuverability allows it to grind closer and safely due to exceptional visibility. <br />3. Summary: <br />Purchasing a stump grinder offers several benefits, particularly in terms of cost savings for the <br />city. Typically, hiring a contractor to remove a stump can cost between $250 and $350, depending <br />on factors such as the stump's size, type, location, and any additional removal or cleanup needed. <br />Another option, renting a stump grinder for use by city staff usually costs between $150 and $400 <br />per day, depending on the rental location and the size of the grinder. <br />Additional advantages of owning a stump grinder include improved public safety. By grinding <br />down stumps, the city can eliminate trip hazards in parks, on sidewalks, and in other public spaces, <br />thereby reducing the risk of accidents. Furthermore, grinding stumps can help mitigate pest <br />infestations associated with decaying wood. <br />Faster cleanup and maintenance are also key benefits. With a stump grinder, city staff can remove <br />stumps quickly and efficiently, avoiding the delays associated with waiting for contractors or <br />arranging rental equipment. This capability helps keep city parks, roadsides, and green spaces <br />cleaner and more visually appealing. <br />Lastly, there are environmental benefits to consider. Grinding down stumps aids in replanting <br />efforts by clearing space for new trees and landscaping projects, and it prevents the regrowth of <br />unwanted trees and invasive species. <br />4. Cost: <br />The city received a state contracted quote for the requested equipment, including taxes and <br />delivery of $11,965. <br />Funding: <br />The stump grinder attachment will be funded through the equipment fund. This equipment was <br />identified in the Capital Improvement Plan (CIP) for $15,000. <br />6.
