March 6, 2025 <br />Addressed to Orono City Council: <br />Mayor Bob Tunheim <br />Council Member Alisa Benson <br />Council Member Claire Berrett <br />Council Member Steve Persian <br />Council Member Jacqueline Ricks <br />FROM: Michael and Melissa DeMeuse <br />350 N Arm Lane <br />RE: Idyllvale Shores Subdivision Proposal at 215 North Arm Lane <br />We wish to express our ongoing concerns regarding the Idyllvale Shores Subdivision and <br />challenge the notion that exceptions should be made to maximize the development of this <br />environmentally sensitive parcel in Orono. <br />Our primary concern is the exception that's being made to the city standard limit for dead-end <br />roads of 1,000 linear feet, which can encourage denser development. The current development <br />plan proposes exceeding this limit by approximately 500 feet. The wetlands within the <br />development drain into the channel on North Arm Bay, which is located approximately 200 feet <br />south of the development site. Due to limited water circulation in the channel, the potential harm <br />from pesticides, fertilizers, oils, and other chemicals released by these new households could <br />be acutely felt. Denser housing will exacerbate this issue. Many homes along the channel have <br />docks and utilize the lake, and the channel is an important breeding ground for several fish <br />species in the spring. Seasonal plant growth in the channel is already overwhelming, making <br />these concerns far from theoretical. <br />Furthermore, the subdivision will significantly strain the safety and utility of North Arm Lane. The <br />street is too narrow for two vehicles to pass without one driving on the grass or snow. This <br />development will likely double the traffic, transforming this quiet residential street into a more <br />heavily trafficked road. We have serious safety concerns, particularly for the small children who <br />live on the street both during construction and post -development. While the city engineer's <br />proposal to widen the street would alleviate traffic congestion, it would also undermine the <br />residential character of the neighborhood, encourage faster driving, create unknown costs and <br />sacrifices to safety. <br />We are not opposed to development; rather, we are against overdevelopment driven by <br />exceptions that create unreasonable negative impacts on both the neighborhood and the <br />environment. The owner experience for those living in the surrounding Idyllvale Shores <br />Subdivision will be drastically altered, affecting the enjoyment of their homes, yards, and <br />privacy. This development fails to consider the needs of the community and is focused on <br />maximizing the number of lots on this parcel of land. <br />274 <br />
