AGENDA ITEM <br />Date: March 10, 2025 <br />Title: LA24-000067, 2691 Ethel Avenue, Variance - Resolution 7562 <br />Presenter: Matt Karney, Planner <br />Section: Consent Agenda <br />Purpose: <br />The applicant requests an average lakeshore setback variance for a deck replacement. <br />Item: 18 <br />2. MN§15.99 Application Deadline: <br />The application was made on December 10, 2024 and deemed complete on January 7, 2025. The <br />application was given as administrative extension resulting in 120-day review period to expire on <br />May 7, 2025. <br />3. Background: <br />The applicant proposes a new deck, retaining walls, and landscaping on the LR-1C zoned property. <br />Variances were granted in 2023 allowing modifications to the existing home and a new deck <br />lakeward of the average lakeshore setback (ALS). The proposed deck is a modification from the <br />approved plans within the ALS, necessitating additional review by the Planning Commission and <br />City Council. Per the cover letter submitted by the applicant, the previous contractor completed <br />most of the previous project, but exited prior to completing the formerly approved deck <br />improvements. Planning Commission Vote and Comment: <br />On February 18, 2025, the Planning Commission held a public hearing and discussed the requested <br />variance. Following the public hearing, the Commission voted 7-0 to recommend approval of the <br />variance as recommended by staff. <br />Link to Planning Commission Video. <br />Public Comment: <br />No public comments have been received. <br />6. Staff Recommendation: <br />Planning Staff recommends approval. <br />COUNCIL ACTION REQUESTED <br />Council should move to adopt Resolution 7562, approving the requested variance subject to conditions. <br />Exhibits <br />A.
