AGENDA ITEM Date: March 10, 2025 Title: LA24-000067, 2691 Ethel Avenue, Variance - Resolution 7562 Presenter: Matt Karney, Planner Section: Consent Agenda Purpose: The applicant requests an average lakeshore setback variance for a deck replacement. Item: 18 2. MN§15.99 Application Deadline: The application was made on December 10, 2024 and deemed complete on January 7, 2025. The application was given as administrative extension resulting in 120-day review period to expire on May 7, 2025. 3. Background: The applicant proposes a new deck, retaining walls, and landscaping on the LR-1C zoned property. Variances were granted in 2023 allowing modifications to the existing home and a new deck lakeward of the average lakeshore setback (ALS). The proposed deck is a modification from the approved plans within the ALS, necessitating additional review by the Planning Commission and City Council. Per the cover letter submitted by the applicant, the previous contractor completed most of the previous project, but exited prior to completing the formerly approved deck improvements. Planning Commission Vote and Comment: On February 18, 2025, the Planning Commission held a public hearing and discussed the requested variance. Following the public hearing, the Commission voted 7-0 to recommend approval of the variance as recommended by staff. Link to Planning Commission Video. Public Comment: No public comments have been received. 6. Staff Recommendation: Planning Staff recommends approval.
