12490.3
To: Mayor Grabek & Orono Council Members
Prom: Mark E. Bernhardson, City Administrator
Date: December 4, 1990
Subject: Navarre Heights Storm Sewer
Attachment -
A - Navarre Heights Drainage Memo dtd 11/8/90
Issue -
eOUNCil MctTiNG
0£C 10 1990
CITY OF ORONO
1. Hold a project public hearing for the proposed public
project.
2. Determine if Council decides to proceed further with the
project.
3. If Council decides to proceed further, that they accept the
plans and specifications as presented and direct staff to
seek bids on the project.
4. Authorization to resolve the drainage problem on Togo Road.
Introduction -
At the November 13, 1990 Council meeting, they directed that
plans and specifications be prepared and that a public hearing be
established for December 10, 1990 for the project. Ir. was
indicated at that time that the public hearing would be the
project public hearing at which the City Engineer would explain,
based on the plans and specifications developed, the project as
outlined.
Discussion -
At the public hearing, residents again may present the fact,
as noted in Attachment B, that the majority of the residents
remain in opposition to the project.
In the mean time. City staff has been out on site and had a
temporary swale constructed on the property to help alleviate the
problem for spring runoff.
Issue #3 - Should the Council decide to proceed with this
project, the following steps would need to be taken:
1. Advertisement for bids.
2. Receipt of bids.
3. Assessment hearing.
i' -
i‘ •
