Determination by Council as to the following action; <br />A) What option if any does Cout-'i desire to undertake <br />regarding the small sand problem evident at well star*--up? <br />B) Determine if Council will authorize a change order <br />regarding an allowance for winter-time construction. <br />C) Determine if Council will authorize a change order <br />reduction for the type of electrical service. <br />Introduction - <br />At the Council's September 10th and October 8th meetings, <br />they authorized further development of the well to reduce a <br />potential sand condition at well start-up. This chan- e order was <br />authorized and the additional development done. This development <br />did exhaust the total amount of money authorized with the change <br />order, but the improvement reduced the amount of sand by <br />approximately 99%. <br />Discussion - <br />While there was a substantial reduction in sand, there still <br />is a minor imount at start-up which could cause long-tern- <br />maintenance problems in the system. Proposed were two <br />alternatives to address this and the recommendation is slow start <br />up motor control at the 500 g.p.m. level which will be the <br />initial g.p.m. pump. The estimate of this would be as noted <br />$3, 10.00. <br />Issue #1-B - Because of the delay in development, <br />construction of the physical well house has been delayed until <br />the two time under which they are working under cold weather <br />conditions. In order to authorize for cold weather conditions, <br />it would cost about $4,08000 to do that. <br />Issue #1-C - Electrical service.
