Mike Gaffron Memo on Orono's Septic System <br />Management Program Dated 8/24/90 <br />ISSUE - <br />1. Determine Council interest in the proposed position of an on <br />site septic inspector. <br />2. Determination whether the current temporary position may be <br />continued, <br />INTRODUCTION - Over the past several years the City has used a <br />summertime inspector to do the necessary septic inspections. In <br />an average summer they have been able to do approj? ately 4-500 <br />of the current 1,100 systems. While the program has functioned <br />acceptably in conducting the inspections there is a concern as <br />to the amount of follow up to ensure repair orders are <br />accomplished to preserve systems is limited and that construction <br />of new systems, particularly as septic sites become more <br />difficult to develop on more marginal properties, will need to be <br />strengthened. <br />«'ince 1930 despite the sewering of selected areas in the <br />community the overall number has grown from 860 to 1,100 with <br />expected growth at current zoning standards to approximately <br />1,500 to 1,600. Additionally in that time the number of zoning <br />reviews has increased from 70 in 1985 to 122 in 1989, a 75% <br />increase. 1990 is expected to be over 140, a 100% increase. <br />The City has not added any new positions since 1986 when one <br />police officer was added to the base police contract and 1 and a <br />half police officers to contract cities. This is the first <br />addition of a full time person to the Building and Zoning staff <br />since 1978 when there were two zoning personne 1, one who <br />functioned primarily as the Village Planner and Administrative <br />Assistant, one full time inspector and a septic manager person. <br />In 1986 because of the increase in land use applications a <br />realignment of duties resulted in the person who was also the <br />septic manager doing ubstantial building and zoning, with the <br />transformation a part time building inspector/maintenance person <br />to full time inspector and some septic inspection work. <br />Attachment A outlines the status of .the current program in <br />addition work in other areas of building and zoning have not <br />received the time and attention that they could including sewer
