such an exchange. <br />4. Connection Charges - <br />A. Amount - The City is currently exploring what number <br />of units would be appropriate to this property. <br />B. Give that the Country Club is constructing a rather <br />extensive line from their Club House to a connection and <br />uses only a small portion of the line and a lift station <br />it may be more appropriate to only charge a use charge <br />based on an established number of units. <br />C. Precedence for other propert ies - The issue discussed <br />was if allowing Woodhill to hook up creates a precedence <br />in the following situations. <br />1. Properties which are in the rural zone that have <br />not previously been part of a project. <br />2. Properties previously allowed to be hooked up <br />who chose not to. <br />but <br />One way to differentiate this is the fact that it is in another <br />City and that Orono has had properties such as the following that <br />have connected into systems of other Cities: <br />Wayzata - Herrick Circle, West Ferndale Road, <br />Chevy Chase <br />Long Lake <br />#1 Rural Areas <br />The properties that are in the rural area should not have a <br />precendence because of this line because it is a property that <br />currently is within the MUSA line and rural properties would <br />require MUSA line extension the Comprehensive Plan amendment in <br />order to permit. <br />#2 Properties able to Participate <br />As for the properties which previously had the ability to get <br />into a project, but chose nCc <-u, it was indicat^'d that <br />properties were told at that poind that they would never be able <br />to join in the project. Council can therefore decide whether <br />they would amend that policy to allow those to be included or <br />chose to enforce the policy previously stated. To the^ best of <br />staff's recollection however, none of those properties have <br />brought such a request in the last 5 years (although they have <br />inquired as to tlu- i/j^sibility in which staff encouraged them to <br />explore) and those requests could be dealt with at that time. If <br />they would have been permitted in the project originally it may <br />be difficult to exclude them at this point. <br />C. Use of Monies from Connect ion Monies - For properties <br />allowing to previously existing assessment the City
