The Commission was supportive of the type of use but determined the proposed <br />use did not match the listed uses for the Industrial district. The Planning Commission <br />recommended the applicant pursue a text amendment to include Garage Condos as a <br />Conditional Use within the Industrial district including establishment of standard conditions for <br />that use. Following the direction provided, the applicant withdrew their application and applied <br />for a text amendment. The text amendment was reviewed at the November Planning <br />Commission and approved at the December City Council meeting. In December, the applicant <br />submitted an application for a Conditional Use Permit and Site Plan review for Garage Condos <br />including Preliminary and Final Plat (to create the individual condo units). <br /> <br />Summary <br />The Applicant requested approval for a new Garage Condo business development on the subject <br />property. The property is the last vacant site in the Crystal Bay Business Center (CBBC) <br />development within the City’s industrial district. The site is directly north of HWY 12. At this <br />time, the CBBC improvements have not been fully built out. <br /> <br />The outstanding work includes the construction of Orono Industrial Boulevard, fire turn around, <br />and installation of utilities. The applicant should submit a maneuverability plan to support the <br />fire turnaround requirements for the development. The road and utility improvements must be <br />completed prior to issuance of building permits for the subject property according to the CBBC <br />development agreement. The proposed Garage Condo development will access off of the new <br />Orono Industrial Boulevard on the north side of the parcel. There are residential properties to <br />the west of the site across Old Crystal Bay Road North and other industrially-zoned properties <br />directly to the north and east of the property. <br /> <br />The applicant submitted a narrative describing the proposed Garage Condo development. The <br />development will consist of 85 individual units between 800-1450 square feet for garage storage <br />including an upper mezzanine area/flex space. The units will be individually-owned for the <br />personal use of each owner. Each unit is designed to have utility connections for water and <br />Application Summary: The applicant is requesting a Conditional Use Permit, Preliminary Plat <br />approval, and Site Plan approval for an eighty-five (85) unit Garage Condo development. <br />Staff Recommendation: Planning Department Staff recommends approval. <br />18
