Gaffron, Asst Plannina & Zcninu Administrator <br />November 8, 1990 <br />Subject: #1470 Bill Knapp/Dan Parten, 4300 Bayside Hoad - <br />P-eliminary Subdivision (PRD) <br />List of Exhibits <br />E::hibit A - Notice of Planning Commission Action 10/19/90 <br />Exhibit B - Preliminary Plat Drawing <br />Exhibit C - Mem.o & Exhibits of 10/11/90 <br />Discussion <br />The applicant's Planned Residential Development proposal was <br />referred to the Planning Commission at your September 26, 1990 <br />meeting. At their October 15th meeting, Planning Commission <br />voted 4 to 0 to recommend approval of the 3-lot PRD proposal, <br />finding that topographic constraints as well as the unusual <br />configuration of the property, provide substantial justification <br />for development through the PRD concept. The Planning Commission <br />also made the following recommendations: <br />1. The cul-de-sac loop as presented is acceptable at the <br />location shown. Planning Commission recommended approval of <br />a single driveway heading east from the loop approximately <br />150', then splitting off eastward to serve McCloud and <br />northward to serve the two northerly lets. <br />2. Planning Commission recommended that a road corridor to <br />the Luce Line not be provided. <br />3. Planning Commission recommendea that a road corridor to <br />the Asao and Deters property to the northwest, not be <br />provided. <br />4. Planning Commission rec;n.«nended that the applicant be <br />required to grant an easemen^ to the City for access to the <br />Nature Conservancy property. <br />5. Planning Commission recommended that the private road <br />be constructed to private road standards from Bayside Road <br />to the loop cul-de-sac as presented by the applicant, with <br />only private driveways being constructed eastward to serve <br />McCloud and the two northerly lots. <br />The original a/plication by Mr. Parten was for a standard <br />plat subdivision, and if Council agrees with the Planning <br />Commission recommendation to allow development as a Planned <br />Residential Development, the review process must necessarily
