Moratorium - Facilities for Non City of Orono <br />Municipalities Dated 5/15/90 <br />ISSUE - Determination of general language for consideration by <br />Planning Commission regarding the following: <br />Facilities of other governmental units <br />Public utility facilities <br />INTRODUCTION - At the Council*s August 13, 1990 Council meeting <br />Council tabled discussion regarding Attachment A. Initial focus <br />of this plus the moratorium was facilities of other local <br />governmental units, which led to further consideration of State <br />and Federal facilities* Additionally there is reference to <br />public utilities primarily as they relate to other governmental <br />units. However, recent considerations for public service <br />structures of public utilities. (These inclu<ied the electrical <br />company for a substation and Contel for a switching station on <br />North Shore Drive West together with pending applications from <br />Minnegasco for temporary "peak shaving" plant in an industrial <br />zone and US West for a cellular phone antenna and switching <br />building near Wayzata Boulevard in a residential district.) <br />The basic recommendation for Attachment A was to limit the use of <br />these types of facilities in residential zones to city owned <br />facilities as permitted uses, conditional uses for schools in <br />their o%m jurisdiction and other facilities whether governmental <br />units such as Metro Waste that serve primarily a local need. <br />Other facilities for other governmental units and public <br />utilities that do not serve local Orono need would be requried to <br />be located in compatible commercial or industrial zones as <br />conditional uses. <br />The types of issues related to both the local government and <br />public utilities facilities are as follows:
