ORONO REGULAR COUNCIL MEETING HELD OCTOBER 8, 1990 <br />WETLANDS PROTECTION <br />Callahan did not think that the sta^i s report was very <br />useful. He reviewed t^is by noting that if we assume the <br />wetlands are previous^ ^ defined and if we assume that we have <br />26' setback requirements, then if we wanted to change that ir <br />would be very upsetting and affect the current application. <br />There are some major wetlands within the City that are now going <br />to come under developmental impact. <br />Bernhardson referred to the issue Jeanne j^abusth brought up <br />of taking wetlands credit and being able to place up to 20 some <br />dwelling units on the property. <br />Nettles asked if we should eliminate that credit by <br />ordinance. <br />Bernhardson stated that the City should look at that. It <br />does not affect the Blanch application because they qualify. <br />Mabusth noted that she did not know where the 26' setback <br />came from. Discussion continued regarding inclement weather and <br />special concerns in the areas where building is done near <br />wetlands. <br />Callahan suggested looking at the wetland credit and see if <br />it is a good idea. <br />Mabusth stares that the wetlands credit may be the way to go <br />after studying the situation with the Old Beach Road application. <br />Goetten also felt this a good place to begin especially with <br />Orono's concern with environmental issues. <br />Nettles questioned if there was some type of relationship <br />between the type of soil and the 26' distance. Mabusth was not <br />aware of any. Glencoe soils are often considered wetlands and <br />would not allow construction within 26'. Mabusth was not aware <br />of any zoning code which does not allow building in certain types <br />of soils. <br />MATOR/COUNCIL REPORT: <br />There was no Mayor's report for this meeting. <br />CITY ADMINISTRATOR'S REPORT: <br />LAFAYETTE RIDGE - REQUEST FOR PUBLIC STREET <br />JoEllen Hurr, Sally McCabe, John Larson, and Dennis Burgess, <br />Jr. were present for this request. <br />City Administrator presented a summary of the request for <br />this 5 lot cul-de-sac to be made a public street and that they be <br />given credit for hardcover split between the 5 lots.
