The property is located in the LR-1B One Family Lakeshore Residential Zoning <br /> District which requires a minimum lot area of 43,560 s.f. or 1.0 acre and a <br /> minimum lot width of 140 feet. <br /> 3. The Planning Commission reviewed this application at a public hearing held on <br /> April 17, 2006 and recominended denial of vaxiances at the request of the <br /> applicants in order to move the application to the Council. <br /> 4. The City Council reviewed this application on May 22, August 28, and December <br /> 11, 2006 and makes the following findings: <br /> a. The property contains 10,128 s.f. in area and has 50' in width. <br /> b. The lot is substandard in area and width and a residence has existed on the <br /> • property for many years. <br /> c. There is no additional land available to bring the lot width or lot area into <br /> conformity. <br /> d. Due to the condition of the existing water supply well, the applicants require a <br /> new water supply well. The specific locational constraints of the neighboring <br /> wells and sewer lines severely limit the location options for the new well, <br /> which impacts tlle design and location of a replacement home for the site. <br /> e. The narrowness of the lot supports the side setback variance as requested for <br /> the 1.5' encroachment into the 10' side setback for a length of 7' for the <br /> cantilevered bump out. <br /> f. The hardcover variances as requested are in line with the levels of hardcover <br /> variances approved on rebuild applications with similar lot conditions. The <br /> proposed residence meets the number of stories and the height requirements as <br /> well as the structural lot coverage limitation of 15%. <br /> 5. The City Council has considered this application includiilg the findings and <br /> recommendation of the Planning Coinmission, reports by City staff, comments by <br /> the applicants and the public, and the effect of the proposed varia�ice on the <br /> • health, safety and welfare of the coirununity. <br /> ' .
