The Pcirk Commission has recommended payment of a park dedication fee. <br />2. Access Location . Hennepin County Department of Public Works has indicated the proposed <br />entrance location on Tonkawa is acceptable, and no additional right-of-way is needed. <br />3. Floodplain . Applicant's surveyor has confirmed that the property is almost entirely above <br />floodplain ele vation except for a portion of the ditch along Tonkawa Road. No filling of the <br />floodplain in conjunction with this project is anticipated. <br />Issues for Discussion <br />1.Does Council agree with the staff and Planning Commission's recommendations that a future <br />through road connection to Birch Lane be provided for at this t me? <br />Does Council agree with Planning Commission's recommendations regarding construction <br />of a 28' paved private road with 'T' turnaround? Or, should a cul-de-sac be required per <br />staffs recommendation? <br />Does Council concur with the Planning Commission recommendation to grant 17' of <br />hardcover credit to each lot based on the right-of-way dedication? <br />4. Does Council concur that a water quality pond should be required for this site? What is the <br />impact of such pond on lot areas? <br />5. Does Council have any other comments or concerns regarding this plat proposal? <br />2. <br />3. <br />Staff Recommendation <br />Staff recommends conceptual preliminary plat approval, as follows; <br />1. Platting of a private road outlot along the entire length of the south boundary. The outlet can <br />be 42' in width if it can be confirmed by the City Attorney that the City has roadway rights <br />over the 8' adjacent easement. <br />2. Applicant to grant City an underlying Road and Utilities Easement for the road outlot.
