CONflDCNTlAL <br />Tonka Ventures Site Plan and Preliminary Plat Issues <br />January 5, 1999 <br />Page 2 <br />3. Hammerhead turnaround vs. full cul-de-sac at the east end of the private drive. <br />The advantage of the hammerhead turnaround is that it preserv es open space and <br />trees. The full cul-de-sac would push a building with four units up into an area of <br />trees. This would eliminate a significant number of trees and a significant amount <br />of open space in the common area behind the units. The advantage of the cul-de-sac <br />is that it provides the optimum turnaround capability for emergency vehicles. <br />4. Cul-de-sac on Livingston Avenue. <br />This is in an area of an old foundation that does not have significant trees. The cul- <br />de-sac would provide a turnaround area for cars before they reach the dead end of <br />Livingston Avenue or the private drive. <br />5. Shift stormwater pond to the south. <br />The City's planning consultant has indicated that if the stormwater pond cauld be <br />shifted to the south, a significant number of trees on the hillside could be preserved. <br />The Tonka Ventures representatives indicated it was not possible to shift the <br />stormwater pond to the south because that would involve building a pond in the 100- <br />year flood plain area. <br />6. Reduction of unit. <br />Staff discussed with Tonka Ventures whether there were opportunities to presence <br />significant trees or minimize the impact on the development to the east by reducing <br />the number of units. It was determined that if one unit was eliminated from the <br />westernmost building in the southern group of units, a significant number of large <br />trees could be preserved. Tonka Ventures indicated that in a show of good faith they <br />would agree to eliminate this unit. There are two significant advantages to <br />eliminating the unit. The first is that it will preserve a number of large trees and open <br />space. The second is that it makes the view of the development from County Road <br />15 significantly less massive. <br />7. Landscaping plan. <br />Staff discussed with Tonka Ventures the City's consultant planner's recommendation <br />that a significant amount of overstory trees be planted in front of the buildings to <br />break up the massing of the buildings. Tonka Ventures indicated the only areas <br />available to do that would be in the open space areas between the buildings. They <br />indicated they would prepare a landscape plan that showed trees in those areas.
