Zoning File #1468 <br />January 3, 1990 <br />Page 2 of 3 <br />Planning Coomission Reconmendatlon - <br />At their October 16, 1989 meeting, Plannii':g Commission <br />recommended approval of the hardcover and setback variances and <br />conditional use permit for grading, on a vote of 5-2. In their <br />minority opinion. Planning Commissioners Kelley and Cohen <br />indicated that they felt that there was no hardship nor <br />justification shown for the increase in hardcover and structure <br />in the 0-75' zone. <br />The comments from the Planning Commissioners recommending <br />approval indicated that the relatively 3 ow percentage of <br />hardcover in the 0-75' zone coupled with the fairly insignificant <br />visual impact from the lake, are positive aspects of the request, <br />as is the intent to direct drainage away from the shoreline <br />(applicants propose to construct a curtain drain to collect run <br />off from the lakeshore side of the house and redirect it to the <br />75-250' zone). <br />Planning Commission also directed applicant to work with the <br />City Engineer regarding the grading work at the top of the bank. <br />The majority of the Planning Commission felt that the bank <br />grading work was appropriate and probably necessary regardless of <br />whether the greenhouse was constructed. Some slumping of the <br />lakeshore bank is visible. <br />Regarding the average lakeshore setback variance. Planning <br />Commission felt that no neighboring residences would have their <br />existing views affected by this proposed addition. <br />Note that the 330 s.f. of pavers proposed for removal were <br />included in the originally noted 1,491 s.f. of existing 0-75' <br />hardcover (confirmed by landscape architect). Paragraph two of <br />the letter f>'om applicant's attorney should not be construed as <br />"recently discovered" hardcover. <br />Sunmary of Variance/Conditional Use Pemit Request - <br />1.
