<br />Fund to account for the expenses associated with this
<br />program. For 1989 there was not an appropriation or a
<br />revenue budget. The estimated 1939 costs for the
<br />program are $37,850 and the estimated revenues for 1989
<br />are $43,905. The revenues are from the Hennepin County
<br />recycling grant of $20,190 and from the annual $9.00
<br />user fee implemented by Council which created $23,715.
<br />- During 1989 two special one time only transfers were
<br />authorized by Council resolutions in July which require
<br />budget adjustments. The first authorized transfer of
<br />the General Fund Emergency Contingency Account to the
<br />Permanent Improvement Revolving Fund ($344,160.98). The
<br />second authorized transfer of $1,905,000.00 from the
<br />General Fund to the Building Capital Outlay Fund to help
<br />fund the facilities construction costs.
