Intero-f-fica Memo <br />Date: December 6, 19S9 <br />To: Mark Bernhardson, City Administrator <br />From: Mel Kilbo, Chie-f o-f Police <br />Re: Canine Program <br />As the Council directed, I am submitting a proposal -for <br />canine program -for the Orono Police Department. O-f-ficer Dan <br />Fischenich has researched the program and has submitted his <br />•findings which are attached. <br />The St- Paul Police Canine School starts March 6, 1990, <br />running to June 2, 1990, a 13 week program. St. Paul must <br />be noti-fied by 12/18/89 if we are to be given a slot. They <br />have six slots open as of 12/6/89. <br />The Minneapolis Canine School is starting on 3/19/90, <br />running 12-13 weeks, specific dates unknown at this time, at <br />a cost of SIOOO for the dog and training, which is the same <br />price at the St. Paul Canine School- <br />Cost of training is JJlOOO for both, training equipment such <br />as bite sleeves, attack sleeves, is partially included in <br />that training. The other fixed costs would be a kennel <br />involving a concrete slab for approx. :$375, and a dog house <br />for approx. il25. This kennel would be at the handlers <br />residence. <br />A squad car, an older one, with an adapted back seat, would <br />also be needed. The adaptation would cost approx. ^500. <br />This dog, properly trained for tracking and drug detection, <br />could not be transported in the same vehicle as the <br />Community Service officers uses. Also, the canine unit <br />should be a take-home squad for the program to be effective. <br />Canine unit is continually "on-call" and should be available <br />for call out when needed, even if the officer were off duty. <br />This unit could be a squad that is not sold at auction. <br />The yearly upkeep of police dog is minimal as no new <br />insurance costs are needed. Food costs are about S300 <br />yearly and vet charges approx. -f200 per year. <br />The cost of manpower to cover Officer Fischenich's absence <br />while training ranges from a minimum of 4^560 to make sure an <br />officer i s on duty to approx. f200r>, to ensure shift <br />coveraae. We would utilize a part-time officer to some part <br />of Officer Fischenich's slot.
