On Site Septic Manager and Zoning Assistant - The City <br />has and continues to be inundated in the septic area and <br />also the zoning area and funds will be initially placed <br />in the budget to fund the position on a full time basis. <br />Engineering - In a review of its engineering services, <br />the City may add this function to an existing position, <br />eventually blending it with the Public Works Director <br />position should it choose to lessen reliance on a <br />consulting engineering firm. <br />Administrative Assistance - Tasks in this area would <br />include assistance to the department heads and the <br />administrator in areas of new projects, personnel, labor <br />relations, insurance and management information systems <br />(computers). <br />Clerical Assistance - At a minimum it is anticipated <br />that additional hours will be required to again <br />strengthen this area. This may include assistance in <br />both the general clerical and financial areas. (In 1990 <br />the City shifted the recording position to part-time <br />which should assist the situation in the short term. <br />Assessing Function - If contractors are not available <br />the City may have to explore an in-house function. <br />ALTERNATIVES - <br />1. Discuss jointly giving comments as to additional or altered <br />directions the Council would desire to take during 1991 budget. <br />2. Discuss these individually with the staff. <br />3. Table for further discussion. <br />4. Accept the information as presented. <br />5. Take no action. <br />RECOMMENDATION - It is recommended that the Council give their <br />individual thoughts to staff regarding budget guidelines and that <br />if appropriate that it be discussed in August. <br />PROPOSED MOTION - Moved by , seconded by _, that the Councl <br />accept the information and present their directions to staff with <br />perhaps tabling of the item for future discussion.
