FEES AND CHARGES <br />- It is anticipated that the inflationary rate for these charges <br />will increase in the range of 4-5%. <br />INVESTMENTS <br />- During 1989 the City recieved approximately 8.8% overall for <br />its investment portfolio with the first five months of 1990 <br />averaging about 8.5%. While less than '89 it is about 1/2% <br />greater than what had been anticipated for '90. With the easing <br />of credit, however, this may drop to about 8% for the balance of <br />the year and perhaps be at about or below 8% on average for '91. <br />The positive side is that borrowing will also be cheaper. <br />UNDESIGNATED FUND BALANCE <br />- During 1989 the City placed substantial amounts in other funds <br />away from its General Fund and currently carries a fund balance <br />of approximately $800,000. This is the first year that this was <br />done and based on the balance the end of June, which is the low <br />point, the City will determine the needed amount for 1991. <br />EXPENDITURES <br />- It is anticipated inflation for 1991 will be in the 4% range. <br />Given levy limits of about 3.7% it is anticipated that 3% <br />increase in salaries will be feasible in 1991. (This expectation <br />is in advance of final departmental compilation of the budget.) <br />1991 also represents a significant year for the City given the <br />legislation passed by the Pay Equity Act in the 1991 Legislature, <br />the City will need to report at the end of 1991 its compensation <br />relationships. Apart from patrol officers the expectations for <br />1991 by the end of the year would place job maximums within the <br />established parameters. <br />END OF THE YEAR BALANCE <br />- It is anticipated that the General Fund Balance for the end of <br />1990 will be approximately $850,000. As has been done every <br />year, the budget for 1991 will show a balance between revenues <br />and expenditures. A significant change in revenues for 1991 will <br />probably be a reduction in the amount of investment income <br />budgeted for that area because of decreases in the cash balance <br />for the General Fund as a result of 1989 transfers. <br />ORGANIZATIONAL STRENGTH <br />- The organization remains very productive, <br />additions or expansions have been discussed at a <br />possible position areas in the next few years, <br />tasks may require a full position; others combine <br />for additional positions. <br />Various task <br />staff level as <br />Some of these <br />in various ways
